For students who have started courses in the past but not finished them, but want to finish them this year, you HAVE TO go back into the settings and block quizzes and test. If you don't, the students will be able to retake tests and quizzes over and over and move on to the next lesson even if they fail the assessment.
Find the student, go to Course Enrollment, scroll down and find the course. Click on Edit and put a check on in Block Quizzes AND Block Tests.
